Looks like the luggage rack on the back of a New Yorker/Dynasty.
My dad had one in the late 80s for a co-car, when Texaco thought you only needed a I-4. I remember trips from Tulsa to Houston (or BTR) and passing took several efforts. It was worse than my mom’s Taurus MT-5. Texaco changed the rules, he got a SHO.
