Is P8 some exotic and experimental engine configuration? Or does it mean something else? More importantly, to what is it attached?

late 60’s/early 70’s Dodge or Plymouth full size. Likely a Patrol Unit 8 for some college security department.

Well it’s obviously the elusive Rolls Royce Phantom 8!
