I think you have it.
Just a guess on the license plate, but 1948 Alabama might fit.
Alabama’s numbering sequence had that small “C” – and the characters on the top of the plate seem to match as well. If so, I believe the “1” on the featured plate would indicate Jefferson County (i.e., the Birmingham area).
What are those characters above the plate? I see a mongoose and several musical notes?
I have no idea — license plate toppers were very common back then, such as the one below.

Frank, can we get the backstory on the photo? Who is it and what are they holding?
The photo is not mine, and I have no real info on it – just trying to assist someone who is trying to ID the vehicle in a different forum (thanks to those who have offered some insights here).
